The Trump administration has flagged what it considers classified material in the soon-to-be-published memoir. Democrats need four Republican senators to join them in voting for witnesses in order to get a majority in the 100-seat Senate.

Trump impeachment lawyer Alan Dershowitz told senators at the impeachment trial Monday that none of Bolton's claims would amount to an impeachable offense.

There seems to be some sentiment in the U.S. Senate, even among a few Republicans, for calling former national security adviser John Bolton as a witness in the impeachment trial of President Donald Trump.

The Senate is expected to acquit Trump but allowing witnesses such as Bolton could inflict political damage on him as he seeks re-election on November 3. Republican leaders are hoping to vote as quickly as possible to acquit Trump, leaving him in office.

Taking turns by party, senators spent 10 hours submitting written questions, which were then read aloud to the chamber by Supreme Court Chief Justice John Roberts, who is presiding over just the third impeachment trial of a president in United States history. It suggests that within days of former Vice President Joe Biden's entrance into the 2020 presidential campaign, Trump tasked his top officials to work with Giuliani on an effort to pressure Ukraine to announce an investigation targeting Biden - one that Trump's attorneys have already insisted was not a matter of USA foreign policy.

The manuscript for Bolton's book has been under under review by the NSC's Records Management Division for weeks, and Washington has been seized by a blame game over who leaked its details. "This institution will be effectively paralyzed for months on end", he said.

The White House had no comment.

Trump has suggested that he might attempt to assert executive privilege and block Bolton's testimony, though legal experts say the President's tweets describing his conversations with Bolton about Ukraine might undermine any such assertion. Bolton has already indicated to lawmakers that he will testify if called, despite Trump's order banning his former and current aides from cooperating in the probe, which he has repeatedly dismissed as a "hoax" and "witch hunt".
